The large-scale destruction of Ukraine’s housing stock caused by Russia’s war of aggression presents one of the most urgent challenges of reconstruction in Europe since 1945. This volume documents the first steps of a pilot project in Kryvyi Rih, where two damaged residential buildings from the widespread Series 94 type were stabilised, structurally reinforced, and prepared for long-term modernisation.  

The study demonstrates that rehabilitation is not limited to repairing war damage. It creates the technical and legal foundation for subsequent energy-efficient renovation programmes, ensuring that emergency measures evolve into a pathway towards climate resilience and social inclusion. By linking immediate repair with future-oriented modernisation the pilot project provides a replicable model that can be scaled to other Ukrainian cities facing similar challenges.  

With its detailed analysis of construction methods, ownership structures, financing instruments, and participation by residents, this book offers practical guidance for engineers, municipalities, and international donors alike. Above all, it underlines that rehabilitation is the indispensable first step in Ukraine’s broader housing recovery – a step that must precede and enable the transformation of an entire sector.
